Mission Statement

The mission of the Policy Development Council is to assess assess the numerous and complex public policy issues that affect, or have the potential to affect, the practice of dentistry, and to develop policy guidance for the association.  It does so in a manner that seeks varying perspectives and expertise, that is issue-focused, and that enhances the ability of the association to respond or act in a timely fashion.

Primary Duties

The council’s primary duties are to assess issues, activities, and strategies in the following areas:

  • Community dental health, including fluoridation and government-funded programs
  • Dental benefit programs and reimbursement systems, including direct reimbursement
  • Environmental health and occupational safety
  • Scientific and technical developments
  • Dental and allied dental education
  • Licensure and scope of practice
  • Continued competency

Additionally, the council makes policy recommendations to the appropriate CDA entities, including the Government Affairs Council, Board of Trustees and House of Delegates; and advises and makes recommendations on education, training and communication projects targeting members, the public, and other policy-making organizations.

Time Requirements

Council meetings: 4 one-day meetings per year
Meetings via conference call: 1 possible per year
Subcommittee meetings via conference calls: Frequency initiated at direction of council
E-mail correspondence: Timely feedback on issues arising between meetings may be requested by staff

Qualifications, Special Skills and Knowledge

  • Eight candidates should meet at least one of the following criteria:
    • Involvement in a managed care/Knox Keene practice (e.g., participation in a capitated dental plan)
    • Involvement in public health (e.g., working with underserved populations or in a setting that serves the underserved – such as a community clinic; involvement in local fluoridation effort; experience participating in dental treatment/prevention programs)
    • Expertise in licensure/scope issues (e.g., experience with extended funcion allied dental health professionals, experience with the Dental Board of California)
    • Experience as an insurance consultant
    • Full/part time faculty or education administrator
    • Student, new dentist or resident
    • General dentist
    • Specialist
  • Knowledge of third-party payers
  • Knowledge base in or sensitivity to managed care
  • Knowledge of CA legislature/regulatory
  • Knowledge of sleep apnea
  • Knowledge of dental laboratories
  • Knowledge of stem-cell research
  • Interest in access to care issue

Composition and Terms of Office

The Policy Development Council shall be composed of 13 members. The CDA vice president, as chair, and the secretary shall serve as ex officio, voting members. The CDA Executive Director shall serve as an ex officio, non-voting member.

The term of office shall be two years.  The tenure shall be three terms.
