Rate changes ahead for Covered California
Covered California, California’s health-based marketplace, released in early August its proposed 2018 rates for the individual health plan market. The proposed 2018 rates include an average weighted rate increase of 12.5 percent for health coverage. Eleven health plans that currently participate in Covered California will continue participating in the state-based marketplace in 2018.
One app for one-stop planning at CDA Presents
CDA Presents has arrived and the CDA mobile app makes it easier than ever for dentists and dental team members to locate lectures, workshops, speaker bios and other valuable information over the course of the convention, Aug. 24–26, in San Francisco. Intoxicated patients: To treat or not to treat?
Many patients suffer from dental anxiety and they all have their own ways of addressing their unease. Anxiety management techniques run the gamut, from conscious sedation to deep breathing to simply toughing it out. Sometimes patients use alcohol or drugs to relax. Whether they turn to the bottle to ease anxiety or simply enjoy a three-martini lunch, dentists are left with the uncomfortable dilemma of whether to provide treatment.
ACA reform shifts toward bipartisan effort
CDA continues to monitor Congressional efforts in Washington D.C. to repeal or replace the Affordable Care Act. After several failed attempts by the Senate in late July and early August to pass repeal/replacement proposals, both chambers of Congress are working toward finding a bipartisan solution to stabilize the individual health coverage market.

ADA webinar on Aug. 29 discusses dental benefit trends
CDA members are invited to attend a free one-hour webinar on trends in the dental benefits market and the underlying factors driving those trends. The webinar, "Trends in Dental Benefits," takes place at noon on Tuesday, Aug. 29., and offers participants one hour of C.E. credit.
Up to $50,000 awarded by State Loan Repayment Program
Applications are being accepted now through Oct. 1 for the 2017 California State Loan Repayment Program. SLRP assists health care providers, including dentists and dental hygienists, with repayment of qualified educational loans in exchange for their initial commitment to either two years of full-time or four years of half-time service.
CDA-supported pediatric anesthesia bill moves forward
Of the three bills introduced in the Legislature early this year to improve safety in pediatric dental anesthesia, only Senate Bill 501 (Glazer, D-Orinda), which CDA supports, will advance in the current legislative session. The Assembly Business and Professions Committee on July 11 passed SB 501 on a bipartisan, unanimous vote.
Rate increases and benefit restoration for Denti-Cal program
The Department of Health Care Services on June 30 announced hundreds of procedure codes will receive a 40 percent supplemental rate increase as the result of Proposition 56, the tobacco tax measure sponsored and supported by CDA and approved by voters last November. Over $1 billion of the tobacco tax revenue is allocated to improved payments to physicians and dentists who treat Medi-Cal patients.

Dentist brings craft and heart to CDA Cares
Stephen Abbott, DDS, an 11-time CDA Cares volunteer, came to the San Mateo event last April bearing gifts — hand-carved wooden hearts. The Chico-based dentist provided his volunteer dental services in the restoration department, then ended every procedure by presenting each of his patients with the gift of a hand-carved heart and a hand-written note.
RDA practical exam suspended, licensure will continue
Gov. Jerry Brown on Monday, Aug. 7, 2017, signed AB 1707 (Low, D-Silicon Valley) into law, which authorizes the Dental Board of California to resume issuing new RDA licenses and to extend the suspension of the RDA practical examination. AB 1707 contains an urgency clause, which makes the legislation effective now, rather than in 2018.
X-ray machine registration and other fees to increase Sept. 1
Radiologic Health Branch fees are due to increase 26.76 percent Sept. 1, 2017, under the Budget Act of 2016, Chapter 23, in accordance with California Health and Safety Code section 100425. Five fee types are increasing, including registration of reportable sources of radiation renewal and certification in radiologic technology or nuclear medicine technology application.

Calling benefit plans for resolution or spinning your wheels?
There’s a reasonable assumption that calling a dental plan about a payment dispute will resolve the dispute. We’d all like to think this works more often than it actually does, but the reality is that informal calls to dental plans about payment or other issues the dental practice is having with a dental plan may not quickly lead to resolution.
